NASA creates management office NASA NEWS RELEASE Posted: February 29, 2004 NASA's Deputy Administrator, Fred Gregory, named Jeffrey E. Sutton as the agency's Assistant Administrator, Office of Institutional and Corporate Management. The new office (Code O) will provide technical expertise, policy oversight and overall leadership for NASA's institutional, corporate, infrastructure and management systems activities. Code O will manage the NASA Directives Management System; internal management control and audit follow-up systems, including internal assessments and the ISO 9001-based management systems. "Jeff brings the corporate knowledge and skill base needed, as NASA moves forward in implementation of the President's Management Agenda. His expertise and proven leadership will help to make NASA an even more effective federal agency, while implementing the President's exploration vision for the future," Gregory said. As Assistant Administrator, Sutton will supervise the agency's aircraft management, real property programs, and environmental stewardship. He will help coordinate information resources management and communications; printing and graphics services; human resources management; and procurement for NASA Headquarters organizations. NASA Administrator Sean O'Keefe announced the creation of the Office of Institutional and Corporate Management on January 15, 2004, as part of the streamlining of the Office of the Administrator to allow for more independent leadership in areas vital to the execution of the agency's new vision and mission. The Office of Institutional and Corporate Management merges four organizations, the Office of Management Systems, the Office of Headquarters Operations, the NASA Shared Services Center, and the Institutional Management Office. Three of these organizations previously reported to the Office of the Administrator. The change supports the streamlining process. Sutton entered the federal government in 1971. He joined NASA as an Industrial Property Management Specialist in 1976. At NASA in 1989, Sutton entered the Senior Executive Service, and in 1998 was appointed as the Assistant Administrator for the Office of Management Systems. Sutton earned his Bachelor of Arts degree from the University
of Minnesota and graduated with honors from the University of
Southern California with a master's degree in Public
Administration. He has received the NASA Exceptional Service
Medal; Presidential Rank of Meritorious Executive Award;
President's Council on Management Improvement Certificate of
Management Excellence; and the GSA Excellence in Administration
Award.
